About

We are a California Joint Powers Authority serving educational agencies by providing quality cost effective risk management services.

Established in 1974 as one of the earliest JPA organizations in California, the agency specialized only in Workers Compensation. Effective July 1, 2012, Monterey County Schools Workers Compensation Joint Powers Agency (MCSWCJPA) became MERMA (Monterey Educational Risk Management Authority). The JPA membership approved a revised Agreement and By-Laws that replaces the former documents adopted in July of 1974 and last revised in August of 1990. In November of 2015, MERMA was accredited with excellence by the California Association of Joint Powers Authorities (CAJPA).

MONTEREY EDUCATIONAL RISK MANAGEMENT AUTHORITY is established to provide the capabilities of risk management, self-funding and group purchase of insurance in those areas of risk and exposure selected by the public agencies that are members of MERMA. It shall be the goal of MERMA operations to evolve as the needs of the members change. Any area of risk sharing, risk management, loss prevention or cost containment that is determined by MERMA members to be beneficial and effective shall be an appropriate endeavor for MERMA. All MERMA staff and managers are highly qualified and experienced in their fields of expertise. In addition, we contract with the most reputable vendors in the insurance industry to obtain the best specialized services available.

Alliant Insurance Services, Inc. is retained to provide Pool Administration and Consulting Services to Monterey Educational Risk Management Authority (MERMA). Alliant has extensive experience with California Workers’ Compensation JPA administration along with a unique knowledge of Monterey County and MERMA, having provided MERMA with excess insurance for the past decade.

Alliant works with the MERMA President, Executive Committee and staff on JPA administrative support; they develop updated JPA policies and controls, as well as assisting staff with oversight of the annual operational budget and financial controls. Alliant also develops new strategies to assist MERMA and its members in reducing financial losses and assuring the performance of the JPA, its staff and independent contractors to assure success in exceeding the organization’s expectations.
